Last name first

I would like my contact names to be listed last name, first name.  I can not
seem to get to the setting that would change this.

Listed where and in what version of Outlook?

Outlook 2003
When I start a new email I click on the "To" for the addresses.  I would
like the addresses last name first.

Instructions for sorting the Outlook Address Book are posted here almost
daily.
Go to Tools > E-mail accounts > View or change existing directories or
address books > Outlook Address Book > Change. > Set your sort order there
