How do i alphabatise?

I am running Outlook 2003 with all of the updates from Microsoft on XP home.  
My Outlook contacts are listed last name first, in alphabetical order.  This
is what I want.  When i click the "TO" button in a new email to insert an
address, they are all listed alpabetically by FIRST name.  How do I change
this to be sorted by last name, just as in the contact list?

Tools>E-mail Accounts>View or change an existing directory or address
book>Next.  Select Outlook Address Book.  Click Change.  Set the display
order there.
