How to fully IMPORT Outlook Express Contacts to Outlook 2003

We tried many times to corectly import contacts, but nothing was totaly OK!
We come to imported contacts in Outlook 2003, we can list them in Contacts
view, but when sending new mail (button "TO:" or "Ctrl+K") no list is
available! Whay?

You need to do more than just import the data. You must also configure the
Outlook Address Book Service to use it. Posted here countless times and
available in the KB:
