How do I enable Outlook Express to use Outlook file for contacts?

I use OUtlook for contact mgmt (PDA) and OUtlook Express only for email.  
However, my email service rep just had me copy my OUtlook data to a csv file
and then import that into Outlook Express for gaining the email addresses of
contacts.  I know on my other machine, it was instead linked into the OUtlook
data file.

Any idea how to do this?

Your Outlook version should have been posted.
No Outlook version since the long defunct IMO mode has permitted sharing
with the WAB. You can re-enable it with a reg hack:
