How do I send mail while on a website w/o opening Outlook 2003?

I used to use Outlook Express and had no trouble at all sending pages or
links to others while online (even ecards etc). Now with Outlook 2003 they
never get them and I find them in my Outbox when I open my email. Why won't
they send them unless I open the program? The other program did...

You must start Outlook in order for outgoing messages to be processed.
That's just the way it is.
