error when importing tab delimited text

Error says windows translator was unable to recognize this file. Could be a
wrong file or not supported by this translator or file might be corrupt.

I did get this to work one time. Importing names, addresses, phone, email
from a program in a tab delimited text file.  I'm using office xp pro,
outlook 2000 with sp3.

Post is inaccurate and incomplete.
State your problem more clearly and more accurately.
State exact steps used, errors encountered, and what didn't happen that you
thought should happen.
Rectify the inconsistencies: Office XP cannot use Outlook 2000.

Since Excel can turn a tab-delimited file into a comma-delimited file, do so
and import into Outlook as a csv.
