I am using outlook 2003 for my software data base and wish to place calles on
the telephone.  My laptop is a Dell Inspiron 600M and my head set is a
Logitech.  I have tested the mic and head set and all checks out on the
computer, however when I call another person they hear no sound when I speak.

You can't. Outlook uses the Windows dialer which has no support for voice
modems.
