Dialing Properties>Edit

I don't understand Dialing Properties>Edit etc. Any helpfile etc available
anywhere?

From UK, I want to prefix 18185 before international, 0845, 0870 and calls
to mobiles; otherwise prefix 1899. And my antivirus tries to block every call
- till I tell it to allow all calls to this no.

All advice gratefully received.

Not an Outlook topic. Dialing properties are within the purview of the OS
and shell.
