I have gone into view or change existing directories or address books to get
contacts that are imported into Outlook 2003 from Excel 2003 multiple times
to get the imported contacts to sort by First last multiple times.  I have
exited Outlook and gone back in but every time I import, the new contacts are
sorted by Last name, first name.  How do I fix this problem?

Examine the actual Contact records to see if the names elements were parsed
correctly when you imported them.

When I imported them from Excel, I mapped them so that the first and last
name columns corresponded with first and last names outlook fields.  When I
check full name, the names are in the correct places.  Any other hints?

No. Your post isn't very clear enough as to the actual steps to repro.
Imported Contacts will not abide by the settings you specify for derived
fields such as Full Name... and File As..
