How to insert a + sign before country code in Office 2003

For some reason, when I insert a '+' sign before the country code and phone
number in my Contacts, it doesn't display it when I save the contact. This is
only happening for new contacts or when I edit an existing contact. The older
contacts that I imported in from my other laptop display it fine.

I need it because when I sync contacts with my phone, I am unable to dial
the newer contacts internationally on my phone since there is no '+' sign
before the country code & phone number.

Please check your homecountry setting in the systemsettings (applet
"Telephone and Modemoptions"). There must be added your homecountry.
