sort by last names

My contact list sorts by last name.  When I click on "To" or "cc", the
"Select Names" box comes up sorted by first name.  How can I change this so
that all are sorted by last name

Posted here every day:
Go to Tools > E-mail accounts > View or change existing directories or
address books > Outlook Address Book > Change. > Set your sort order there

Have tried that.  The Contacts folder is properly sorted, by last name.  
However, when I compose a new e-mail, and click on the "To" button, the list
that comes up (the Outlook address book) is sorted by first name.  I would
like to have that sorted by last name also.  Any way to do that?  BTW, this
is a new computer and I just transferred over my outlook.pst file from the
old computer, where it was sorted properly.  Thanks -

You might want to read Russ' instructions again. They don't mention the Contacts folder at all, but a setting for the Outlook Address Book.
