You can certainly create a DL that consists of fax addresses the same way
you would with email addresses: File > New > Distribution List. Do you
really think WinFax will handle dialing that many recipients in succession?

Can I move all of my contacts to that distribution list at once? I am open
to a better suggestion than WinFax.

Sure. Just use the Outlook Address Book to select all the fax addresses in
your Contacts Folder and add them to the DL.
I have no better suggestion for fax software. I've just never seen anyone
try to use standalone fax software and a single modem to send 200 faxes.
Most people would use a fax board with multiple lines.
