?Outlook country dial codes include four satphone prefixes but not for the
Thuraya satellite network used in Africa and Asia (+88)  Is it possible to
disable automatic country dial codes and/or insert new dial codes in the
drop-down list?

There's no need to disable anything. Just enter the number as you want it.
Also, the country/area code for the Thuraya system is +882 (16), not +88, so
you would enter the numbers in this format:
 +882 (16) nn...
where nn... is the subscriber number (see http://tinyurl.com/yh7pgu).
