"File As" ignores settings

I currently have Outlook 2003 SP2 Professional Edition.  

The Outlook Contact Options are: "Full Name" order: Last First
                                              : "File As" order: Last, First
FYI - [The Outlook Address Book settings are: "File as (Smith, John)"]

When I enter a new contact (Bob Smith) my "File as" default is "Bob, Smith"
and my only other option is "Smith Bob" (Note there is no comma, though it
will allow me to add one and it does display properly).

However, when I export the contact list to an Excel speadsheet to see what
is really saved, I find:

First Name: Smith
Last Name: Bob

Is this a problem I can fix or is my version of Outlook corrupted?

In what field are you entering the names? What happens if you parse the name
elements yourself?

I am entering the name in the "Full Name" field.  

I see what you are saying, it does parse the names correctly if I open the
name field and enter each part seperately.  It seems odd though that it
doesn't assume as a default that "Firstname Lastname" would be "Lastname,
Firstname".  I can't remember having this problem on the earlier version.

I answered too quickly.  It is very inconsistent.  About half the time it
parses it correctly, the remaining time I open the Full Name field and enter
First Name and Last Name and it displays it as Last Name First Name.

Never seen it. If you are indeed parsing the name elements correctly and
have your Full name field preference settings correct, Outlook obeys.
