Can't import a CSV file into Contacts

I'm importing data from a CSV file (exported from Top Producer - an online
contact management system)  Each time I received the same error message:  "A
file error has occurred in the Comma Separated Values    (Windows) translator
while initializing a translator to    build a field map.

  Outlook was unable to retreive the data from the file "C:/...csv".  
Verify that you have the correct file, that you have permission to open it,
and that it is not open in another program."

I have done all of the above - still get the same error.

Unfortunately, contrary to popular belief there is no such thing as a
"universal" standard format for a CSV file. For instance, a CSV file may not
be separated by a comma depending on which program creates it and what the
regional settings are on the machine (specifically for the list separator
character).

Quick check:

#1 - Open the file in MS Excel - see if it works without asking you any
questions about it
#2 - If it doesn't ask any questions, re-save from MS Excel in CSV format,
if it does - file likely won't be imported by Outlook as CSV
#3 - Import the newly saved CSV file in Outlook
