In Outlook Contacts about 1/3 of contacts are shown as Last name, First
name. The rest are shown First name, Last name. We would like them
all to display Last, First. When you click on a contact that is
displayed as First Last it shows "File-As: Last, First" which is
obviously not having an effect.
If I change it to First Last, then Save and Close, then re-open and
change back to Last, First, then Save and Close, it changes it to
display correctly. With over 1000 contacts, doing this for every one
is not feasible. Any idea what is causing this error, and how to fix
it?

How could we have any idea when we don't even know to which view you are
referring? Nor do we know what version you are using.

You'll need to clarify the rest of your post too. It is not currently
decipherable. We have no idea what you are actually doing or what you're
seeing from your description.
