We have Exchange 2003 and Outlook 2003 on our network.  I have successfully
shared out a contact list on one users computer and can view it with whom he
has shared the contacts to.  The problem is, that the other two people, who
have owner privledges can see and edit the contacts fine, but can not email
any of those contacts.  I can not see where I can tell their outlooks to
treat the shared contacts as emails so they can email to them.

What am I missing?

Hi Daniel,

they must click on the contact folder/right mouseclick/Outlook Addressbook

activate the flag for "Show this folder as Outlook Addressbook".

Now, this folder must be available in the listbox, after you create a new
email and click on the "To" field.
