I receive this error when I click on the To: field in a new email I'm creating:
The address list could not be displayed.  The contacts folder associted with
this address list could not be opened,; it may have been moved or deleted, or
you do not have permissions.  For imformation on how to remove this folder
from the outlook address book, see MS Outlook Help.

What I've done is to move the .pst file from it's original location to My
Documents.

Also, I get a lot of spam so I create email rules constantly.  When I go to
'create a rule' and then Advanced Options, as I go through the choices, the
last one gives me a check box where I can mark that if any email received in
found in my Contacts, that is an exception, and should be let through the
filter.  When I check that, I have to specifiy which Contacts to use as the
referrence file and I have two listed.

Two seconds at Microsoft's Knowledgebase would have given you your answer.
