Outlook 2003 sp2 hanging when entering phone numbers

We are running Outlook 2003 on a Windows 2003 terminal server.

Just recently, I have users stating that when entering contacts,
Outlook hangs when entering the phone numbers in any of the fields. If
they just enter other information and press save, the contact saves
fine. If they try to enter phone numbers, it hangs.

Anyone have a fix?

When running with a local data file this behavior usually means that the
default dialing location has not been set correctly for the OS, so Outlook
hangs because it cannot figure out how to mask the phone number.
