I can't change the sort order in the address book for Outlook 2003.  I use
Contacts and when I click on Options, Contact options and then change the
defaults to last name, first nothing happens.  The sort in the Address Book
remains first name last name.  Any suggestions would be greatly appreciated.

Posted here countless times.
Go to Tools > E-mail accounts > View or change existing directories or
address books > Outlook Address Book > Change… > Set your sort order there
