How do I set the default contacts folder?

Hello There,

I'm trying to setup Outlook 2003 so that the Public Folder contacts folder
(under Other Contacts) is highlighted when a user launches Outlook and
selects contacts.

If they select the Public Folder contacts folder it will stay as the default
within the session.  But when they close Outlook and launch it again, the
Contacts folder (under My Contacts is highlighted).

Is it possible?

I have spent a lot of time on this and cannot find the answer.

A public folder can never be a default folder.
