Unless of course, you go to Control Panel->Mail Icon->Accounts->Address Book tab->Add and add the Outlook Address Book Service.

After furious head scratching, Hyroller asked:

I have the same problem. I am using Windows Vista. I do not see the Mail
Icon in the control panel. I did a transfer from XP using Windows Easy
Transfer.

The Mail icon is a 32 bit app.
Since you used WET, you'll also need to create a new profile from scratch.
WET corrupts your profile.

You must enable the 32 bit Control Panels to see it.
