I have "Publishing Editor" permission on a fellow employee's Contacts in
Outlook (we are both on Exchange Server).  However, when I open one of his
Contacts and click on the Activities tab for that Contact, the Activities
area will not open.  Instead I receive an error message that says "The
operation failed.  An object could not be found."  Any help as to how to
remedy this is appreciated.

The user would have to create a new Activities group for each folder in the mailbox that you want to see (and have permission to view). You won't be able to use the consolidated view that the user himself has.
