I just moved all my files and programs onto a new Dell notebook PC with
Vista.  Now my Outlook 2003 "Find a Contact" doesn't work.  How do I fix this?

You provided no information. How did you "move" your files and configure
Outlook to use them? How did you configure your Outlook Address Book. You
must do that before you can search in Outlook.
