Outlook Contacts list is abbreviated --- Why?

I have an outlook address book with 199 entries.  If I am within the
"contacts" tab, I can use them all effectively.

However, if I am within the message/mail tab and I want to send a message,
clicking on the "To" button brings up a list with only 29 of the names from
the database.  I have no idea how to get all of the names from the entire
list to appear as choices.

Do you have any suggestions?

Just that you post more information more accurately. Outlook does not even
have an address book. It only has Contact Folders. The address book is
simply a view of the electronic addresses in your Contacts Folder.
Accordingly, there is no way it can contain more addresses than your Contact
Folder contains.
State your Outlook version. Reconcile the discrepancies in your post.

Ok.. Forgive me for using improper information.  I'll try to be more clear.

I have 1 contact folder.  It is called "Contacts".  That is where ALL of my
contacts are stored.  There are 199 contacts.

Outlook 2003  (11.8118.8122)  SP2 is the version I'm using.  

If I open the "Contacts" pane, I can see all of my contacts and edit/use
them as intended.  But if I am in the "Mail" pane and I click New/To what
shows up in the "Contacts" list is only 29 contacts.  Why?  I want to be able
to scroll or search through the entire database of contacts to choose my mail
recipient(s).  Can you please help?

If this is not sufficient information for you to answer the question, please
tell me whatever else it is that you might need.  I still want to solve my
problem.

Because the Address Book only shows the valid electronic addresses in your
Contacts Folder. Currently, that would be 29.

OK,  

What do you mean by "valid electronic addresses"?  Does that mean that 170
of the contacts I entered are invalid?  If so, how do I make them all "valid"?

Here's the logic of Outlook's Mail "To":  I'll show you contacts that you can
send e-mail to.  And to do that, I'll look at each contact's "e-mail" field.  
If the contact doesn't have an e-mail address or seems invalid (e.g.
abc@hotmail is invalid because it's missing ".com" at the end), then I won't
should you the contact.  Why send out an e-mail to an address where it can't
reach its destination, right?

Precisely. Only electronic addresses appear in the Outlook Address Book. So
the number of entries in the Outlook Address Book is never the same as the
Contacts Folder. For example, if you have 100 Contacts and each Contact has
3 electronic addresses, you will have 300 entries in the Outlook Address
Book. On the other hand if you have 100 Contacts but only 29 of them have a
single electronic address, you will have 29 entries.
It is easy to tell if an electronic address is valid: it will be underlined
in the Contact Record.
