Switch to Classic view or if 64 bit, enable 32 bit icons.

After furious head scratching, Jeff asked:

Thanks, added it and still it is greyed out. I have uninstalled and
reinstalled Outlook and still the same situation. Should I uninstall Office
2007 completely instead of just Outlook?
Where is that hammer..........

Uninstall and reinstall will not help. Sometimes if you migrate data
incorrectly to Outlook 2007 you cannot enable the Contacts Folder even if
the Address Book Service is installed. Create a new profile and migrate your
data to it correctly: open the PST file in the new profile and set it to be
the default. Restart Outlook, then enable the Contacts Folder.
