changing the way old contacts are filed

I am using Outlook 2003 and need to convert all my old contacts from "First
Name Last Name" to "Last Name, First Name".  I've already tried Tools/Email
Accounts/View or change existing directories or address books and didn't have
any success.

You can use the tool ChangeNames:

Open Outlook, choose Account Settings from the Tools drop down menu, then
click on the Address Books tab, and then  click on Change. Place a dot
according to your wishes. Close.
