Adding User Defined Fields for Multiple Folders

In O2003 do you now have the ability to add a user defined field in a
folder and have it appear in all like folders in not only the same PST
file, but any PST file.  When you create a custom field in one folder,
it doesn't naturally propagate to other folders, even if you copy an
item with that field to the other folders.  You'd have to create the
field in each folder.
