i tried to import the .pst file for contacts only. outlook appears to take
the import but when i restart outlook the contacts are still from the older
.pst file. how do i get outlook to recognize and use this newer .pst file for
contacts.

Importing is never the recommended way to transfer Outlook data. If you want
a transfer to succeed, just open the PST file and copy what you want from
it.
