How can I change the "Name" displayed in Outlook/Address Book/Contacts to
Lastname, Firstname rather than Firstname Lastname. Same question applies to
the "Display as:" line in the individual's contact information.

Answered countless times here. Read the group. If you can't, then post your
Outlook version so we can answer it just for you yet again.

1.  The question pertains to Outlook 2007 and I see nothing here that
pertains to Outlook 2007. (And I've looked at the information displayed.)

2.  I am a customer. I paid a substantial amount of money for Office 2007.  
When I ask a question, I have a right to expect a response that is
professional and courteous. Your response was neither. I'll take that up with
Microsoft by mail.

3.  In reviewing the responses, it appears that the problem is with Outlook,
not with the users.  Perhaps users wouldn't ask questions about solving
programming issues with Outlook if Microsoft would take the time to correct
the programming.

You posted in a peer to peer newsgroup (not PSS) where unpaid volunteers
provide answers on their own free time. We welcome basic newsgroup courtesy,
which would include to avoid posting a question that has already been
answered by us time and time again and to provide sufficient detail with
your question to allow someone to answer it.
You did neither. How to sort the Outlook Address Book has not changed in 10
years and the answer remains the same. The path to that dialog box is
different with each version of Outlook, and you did not have the courtesy
even to provide your version, as if we could read minds.
Here is your customized answer:
Tools > Account Settings... > Address Book > Outlook Address Book >
Change...
