I can't move my contacts into an address book that fax can use. Outlook help
does not say diddlysquat about how to move contacts or use contacts for
address book

All you need to do is install Outlook, configure its address book service,
and set it to be the default for your OS. Any Microsoft Fax service will
then use it. I assume you know how to do all this. You didn't post
diddlysquat about your Outlook version, Fax software, or OS, all of which
are in play.
