Is there a way to lock the types of phone numbers and order in which they are
displayed in a vcard, so that the people I send my vcard to see the phone
numbers I want them to see, in the order I want them to see them?  When I
save/send a vcard from my Outlook it defaults to showing Business, Home,
Business Fax, Mobile.  I want to switch the default "Home" to Business 2, and
have it stay that way when other people open my vcard.

Edit the vCard file to include the phone numbers in the order you want them.
It's just a text file, after all.  When you save the vCard in Outlook, it
saves numbers in the order:

TEL:WORK:VOICE (Business)
TEL:WORK:VOICE (Business 2)
TEL:HOME:VOICE (Home)
TEL:CELL:VOICE (Mobile)
TEL:CAR:VOICE (Car)
TEL:VOICE (Other)
TEL:PAGER:VOICE (Pager)
TEL:WORK:FAX (Business Fax)
TEL:HOME:FAX (Home Fax)
TEL:HOME: (Home 2)
TEL:ISDN (ISDN)
TEL:PREF (Primary)

You could reorder these as you please with Notepad.  Depending on what the
recipient is using to view the vCard, however, it may make no difference in
their presentation.

It appears that the other types of phone (Assistant, Callback, Company,
Other Fax, Radio, Telex, and TTY/TDD) are not saved by Outlook in a vCard.
