Distribution List doesn't work

There seem to a few people with this problem, but I found no definitive
answers in the forum, just requests for more info. So, here is all the info I
have for my problem.

I created a Distribution List from menu File|New, and gave it the name
"Systems Development". The contacts came from the Outlook 2003 Address Book
(which is maintained by our IT dept. and which I cannot edit), using the
button <Select Members>.

The entry "Systems Development" now appears in my Contacts folder. If I
right-click on it and select 'New Message to Contact', a new message
addressed to Systems Development" opens. When I try to send it, however, I
get the message "Microsoft Office Outlook does not recognize "Systems
Development".

Note that "Systems Development" does not appear in the Outlook Address Book,
presumably because it is centrally controlled.

If I double-click "Systems Development" in the Contacts folder, all the
names and e-mail addresses I entered are OK.

So, where do I go from here?

It must appear in the Outlook Address Book in order for Outlook to resolve
the address. Make sure the Contacts folder containing the DL is enabled as
an address book.

I don't think the OP clarified his issue at all well. He never actually
stated where the Contacts reside nor where he was creating the DL. He stated
the Contacts came from the "Outlook Address Book" which of course tells us
nothing. I wonder if he's trying to create a DL from the GAL?

By "Address Book" I mean the thing whose GUI is opened when I click the icon
of an open book on the main Outlook toolbar. If I hover the cursor over it
the name "Address Book" pops up. When the window opens, it is captioned
"Address Book". (I have not created any address books; this one was set up by
our IT dept.; I assume this is the "GAL".)

When I say "Contacts" I am referring to the view that opens when I click the
icon of a business card on the mini toolbar at the bottom of the "Navigation
Pane". When this window opens it is captioned "Contacts".

(This confusion suggests to me that Microsoft has some serious issues with
design control to resolve, while I need to find some documentation that
addresses the more arcane aspects of using Outlook.)

The DL I created resides in the "Contacts" folder. I thought I had no other
choice, because the default address book (which I think is what you mean by
the "GAL") is read-only.

The address book is simply a view that displays the electronic addresses
contained in your various Contact Folders and Active Directories. You'll
need to look and see from which of those locations you selected your
recipients.
