How do I synchronize 2 Outlook Contacts Files on the same computer.  One file
is located in "my contacts" and the other file is located in "other
contacts".   My Outlook is 2003 Small Business Edition.

Clarify your question. There is no such thing a "Contact File." All Outlook
data is stored in one file. Are you taking about separate Contact Folders in
the same file or something else?

Open one or them (like the one in "Other Contacts"), select all the items in
it with CTRL-A, right-click the selection and drag it to the other.  Choose
Copy.
