How to unblock items sent to "Junk Email" folder in Outlook Expres

My URL provides a spam blocker and suddenly Outlook Express began blocking
ones that I allowed through.  Two questions.  1. How do I allow certain
blocked addresses to be delivered? 2.  How can I stop the "Junk Email" from
functioning althogether.

First, Outlook Express has no "Junk E-mail" function whatsoever.  If you see
one, then you have an add-in performing that function.  Read the
documentation for whatever add-in you installed.

Second, this newsgroup is for Office Outlook, not Outlook Express.  Ask in
news://msnews.microsoft.com/microsoft.public.outlookexpress.general

If those groups aren't carried on the news server that's carrying this group
try using msnews.microsoft.com (MS's public news server that's the source
for all the microsoft.public newsgroups). The links under the newsgroup
references are for use with MS's web newsreader (not exactly the best way to
post but it works for some people)
