Is there a way to retrieve lost contact deleted during a activesync with my
PDA, I deleted all my contacts from my PDA, then when I ran activesync, all
my contacts and notes got removed from my outlook during the process. I was
just wondering if they can be retrieved somehow?

No. You can't undo synchronization changes. That's why you should always
backup your data, especially if you synchronize.
