Outlook 2003 Prepending "+1" to Contacts' Phone Numbers

When I try to send a fax to an Outlook Contact's fax number by selecting them
in the "To:" field of a new e-mail, Outlook keeps prepending their fax number
with "+1". This  is regardless of whether they are local or not. Any ideas as
to how to eliminate this?

did you configure dialing rules in windows control panel, modem properties?

Yes, and it seems to be configured properly. I've tried this on multiple
machines with the same result.
