When I go to the control panel and select phone and modem options, a box pops
up labeled 'Location Information'. The first dropdown is 'What
Country/Region are you in?' That dropdown is blank.

This sounds like a Windows issue. Try asking in a newsgroup focussed on the
version of Windows you use (which you still didn't state or I would direct
you to an appropriate group).

Thanks Brian for you help. I am using Windows XP. I'll try one or their
