Import Outlook Contact into GAL

I'm looking for a tool that can import Contacts into the GAL.

Ask your Exchange Admin is this is possible or even permitted.

It is permitted. I'm researching to find if it is possible.

The Global Address List is populated automatically when mailboxes are created.  If the contacts you want in the GAL are not users in your organization with mailboxes, then ask your Exchange admin about creating custom recipients.  And then post any follow-up to an Exchange group.  It is not an Outlook issue.
