Name display in "To:" line of message

How can I view contact names by last name when in "To" line of message?  My
contacts are currently appearing by first name.  I have "display as" set at
"last, first name" in options and it displays as requested in every contact
view except this one?

I think you are talking about the field "file as", not "display as".

It depends of the used Outlook version:

Outlook? 2000 Internet mode: "Tools", "Address Book", "View", "Sort
by"

Outlook? 2000 Workgroup mode: "Tools", "Service", "Properties"

Outlook? 2002/2003: "Tools", "E-mail Accounts", "View or change
existing directories or address books", "Change..."

Outlook? 2007: "Tools", "Account Settings", "Address Books", "Change"

If you want to change the order of the field "display as" you need to
use code or e.g. the tool "ChangeNames":
