can't shut off name check using their directions

Outlook won't let me send email if the person isn't in my contact list even
after I shut off the name check option.

State your Outlook version and transport. State your sending method. Provide
evidence to support your claim, since Outlook would not and does not do
this.

I'd be interested in knowing what was going on, since Outlook won't do this
when it is configured correctly.
