Posted here almost on a daily basis:

On Old Computer:
Close Outlook.
Search for, and copy the pst file. Default name and location are:
C:\Documents and Settings\{Your User Name here}\Local Settings\Application
Data\Microsoft\Outlook\Outlook.pst. (You may have to enable Hidden and
System files in your search)

On the New computer:
Copy the pst file to your HDD. Do NOT overwrite any existing file. Remove
any read-only attribute. (Right-Click-Properties).
Open Outlook.
Do File-Open-Outlook Data File and navigate to where you copied the file.

You then have two alternatives.
1. Drag and drop the data from the old file to the new
or,
2. If you have a large amount of data then you can set the old file as the
Default Delivery location and Outlook will just carry on using that file.
(Control Panel-Mail-Data File)

You don't import Outlook data. Assuming you have this data in an Outlook
data file, you simply open the file in Outlook and copy what you want from
it. Instructions:
File > Open > Outlook Data File...

i have tried all the above suggestions and nothing is importing a single
contact.  it finds the .pab and even "looks like starts to import" but stops
and gives no error. nothing being imported.
i don't know what other info you may need but just ask and i will provide
info.
thanks

Since I already told you not to import, you might want to provide the
following essential information:
1. Why you persist in trying to import.
2. Which of my instructions you actually followed and what happened when you
tried
3. What you are trying to do, including the precise steps used
4. Outlook versions involved
