copy contacts from public folder to outlook contacts list

I want to copy a contact folder that is stored in a public folder in exchange
2003 to a users conctact list in outlook 2003.  When I try to do a straight
copy it appears that the user does not have all of the contacts from that
folder.  What is the correct procedure for doing this and what may be causing
the problem?

What do you mean by "a straight copy"?  Try creating a folder in her mailbox
and then in the public folder, switch to an unfiltered table view like Phone
List, use CTRL+A to select all items, then right-click and drag to her
folder...drop and choose Copy.
