I have certain entries in my contact file that I cannot delete.
When I look at properties of the contact, it tell me that an INVALID ENTRYID
was passed in.  It there a way to delete the entire contact list, and start
again. This is for Outlook 2007.

There is no such thing as a Contact file. Through what interface are you
trying to delete the Contact Records? What type of information store are you
using?
