Can an archive file be created to move old contacts to, rather than deleting
a contact?

yes.
Create a new Contact folder and with drag-drop move unwanted contacts.

If you have 2003 or 2007, go to the Folder List view in the Navigation
Pane - that's the section on the left of Outlook's screen.

Do you already have an Archive or Personal Folder to store them in?

If so, Right click on it and select "new Folder" - change the setting in the
second box down to say Folder Contains ... Contact Items.

Now select Contacts to file and drag and drop them to this destination
folder..
