Disable phone dialer

Every time I enter a new contact the phone dialer comes up and I want to
disable this function/feature.

Then set your dialing location correctly so Outlook won't have to keep
asking you for it.

I don't want it set I want it turned off...how do i do that?

You can't nor would there be any reason to. This is an operating system
setting that you should designate. What makes you think you don't need to?
