Your Outlook version is? Version of your PST file is?
Version info aside, this is an error that we've seen on numerous occasions.
Very often the problem goes away simply by closing Outlook and re-starting
it. If it persists, next step would be to run a ScanPst on the file (but
generally would only do that if the ScanPst is for the same version as the
PST file - i.e. running O'2003's ScanPST on a O'2003 PST file. Running
O'2007's ScanPST file on a previous PST format seems to always provide some
interesting results in terms of errors found so wouldn't recommend it).
If all of that fails - your data is not lost at least it never has been for
us. The way to retrieve it is to create a new PST file and "copy" the data
from the old folder to the new PST file. Even though you can't open the old
folder - Outlook doesn't seem to have a problem copying the data to a new
location.
Others may have other (better?) solutions but the above has always worked
for us when it was absolutely necessary to recover access to the contact
info.

I am trying to copy the data to a new .pst, but how do I copy the special
folders such as inbox and sent items?

The same as any other: select the folder's contents > Edit > Copy to Folder.

Thanks. That works for most folders, but not folders like Inbox. I had to
fool Outlook by making my 2nd .pst the default so that it created Inbox and
Sent Items etc and only then was able to move folder contents over.

Not so. It works for all folders when done correctly.
