Downloading vCard from Internet to Outlook

I've noticed that professional websites are including vCards. I've also
noticed that you are not able to download the vCard directly into Outlook.
Rather you must first save the vCard to some location, open it and then save
it into Outook. Microsoft discusses the behavior at
http://support.microsoft.com/kb/824847/en-us.

Is this working as designed or has it been "fixed" in a patch somewhere that
I'm not finding?

Since no fix is mentioned in that article Id' say it still applies to those
browsers listed in the article.
