How do I have Outlook automatically format phone numbers?

In prior versions, I could enter ten digits and Outlook would automatically
apply the parenthesis around the area code and hyphen on the local phone
number. My Outlook has lost this ability, and I can't figure out how to
regain it.

Correctly configure your modem and dialing properties in Windows and Outlook
will format the numbers correctly.
