When I click on "To" in a new message, Outlook cannot see any contacts. This
is despite the fact that my Contacts folder is full of names.

Hi Tim,

have a look on this site:

"Contact information does not appear in the address book in Outlook"
http://support.microsoft.com/default.aspx?scid=kb;en-us;287563&Product=ol2002

Maybe it helps.
